If you’re empty pocketed, use Kompozer (which is the bug free version of NVU). It works rather well, I’ve worked with it. It’s not very good in supporting php though.
Aptana is also a very interesting free website designer, geared towards web 2.0 and Ajax. I haven’t used it, but there are many good reviews about it.
If you’re doing this for a business where you can pay for it ($399), of course you have to go with Adobe dreamweaver. it’s unsurpassed, way better than Microsoft tools. References : http://www.kompozer.net/
