What is the best web page design software?

What is the best web page design software for someone who is new to building web sites but wants to build a comprehensive site that will consist of multiple pages and integrates photos, videos and interactive links?

Thank you for your opinions and advice in advance.

Most definitely Dreamweaver. Download the trial version and have a play around with it.

    Hi, if you’re on a budget I’d suggest WebPlus X4 it costs about £80 compared to the several hundred you’d spend on some of the others suggested. It comes with multiple templates which you can adapt to suit you and tutorials. There’s no need to learn html and it can create flash galleries, insert video clips etc. There’s also WebPlus X2 which costs £29.99 when you use the second link below otherwise I can’t seem to find the programme on the main Serif website.
