I have learned HTML, CSS, Photoshop and the whole deal and would like to start designing for people. I know I will have to deliver a mockup but I can’t afford any of the software. Where can I find a really good mockup program or some other tool that will allow me to share a web site with a client?

I’m not entirely sure what a mockup could be, but try designing the site, but using the Lorem Ipsum, or the Eta or another printing fill-in for paragraphs, blockquotes, lists (ordered, an unordered navigational list, definitions) and forms. If you believe that the company might use tables, then add those in too.
Once you’ve done this, use a standards compliant browser like Firefox or Opera to make a printout, and also take a screen-capture on one of these browsers. Basically, that should cover all the angles. If you use progressive enhancement to support older browsers (like IE6 and IE7), then you’ll want to take captures of those as well =)
Unfortunately, this doesn’t exactly answer your question, but it might make a good stand-in for the software in the meanwhile.
